Yes, it is in high gear development and the Star Citizen release date will be around the beginning of 2021. Squadron 42 should be released in the middle of 2020.
It is very easy to be critical of this project, because not a lot of people know the complexities of this game. Some games like Destiny took a decade to write. The story mode part of Star Citizen, Squadron 45 will be released in 2020. All resources will then be freed up for the full Star Citizen game.
If you play the game you will understand why this can never be a scam. The amount of detail they put in this game I have never seen in other games. Look at this vista and tell me this is one big scam.

Can You Play Star Citizen Now?
Yes the game is fully playable with missions and interactions with other players. Star Citizen is still in alpha mode which means that missions are still limited and there is only one or two star systems to explore.
